Board of Trustees

Hillsboro ISD board members are elected to establish the policies that support the district’s mission and vision. They oversee the management of the school district and ensure financial accountability. With every decision, the school board keeps HISD’s mission, vision, and strategic plan in mind – ensuring students are life-ready, career-ready, and college-ready by the time they graduate.


The Board of Trustees holds its regular monthly meeting on the second Monday of each month at 6 p.m. in the Board Room located at the HISD Administration Office. Audio recordings from board meetings are available upon request. Please submit a request to openrecords@hillsboroisd.org and include the date of the board meeting.

In 1998 he received his bachelor's degree in Business Administration from The University of Texas at Austin and in 2004 he received his master's degree in Health Care Administration from Our Lady of the Lake University in San Antonio.  He is very active in the community and is involved in the future of Hillsboro ISD.  He and his wife, Irene, have three children who attend Hillsboro ISD.

Melissa Barnes graduated from Mansfield High School in 2002 and went on to earn her Bachelor of Science degree from Texas A&M University-Commerce. She is currently employed at the Hill County Information Technology Department.

As a Hillsboro resident since 2002, she is involved in several non profit organizations within Hill County. Melissa is married to Hunter Barnes and has two children that attend HISD. Melissa is honored to serve on the board and is looking forward to exploring new and innovative opportunities that will enhance learning for our children.

Mr. Guadalupe "Lupe" Mancha

Born and educated in Mexico, Lupe Mancha came to the United States in 1985 and became an official citizen in 1993. He is a local professional who owns his own building construction company, LM Enterprises. Mr. Mancha was elected to the HISD School Board in 2001 and supports innovative educational strategies that move the district forward academically. He and his wife, Linda, have two sons who graduated from the district.

Michael Peavy is the owner of Schulze Insurance Agency in Malone, Texas. He grew up in Maypearl, Texas. He has been a member of the Hillsboro Community since 2013. Mr. Peavy has three children that attend Hillsboro ISD and his wife, Amy Peavy, is a teacher at Hillsboro Elementary School. Additionally, he is a veteran of the United States Army.

Pastor Daniel Tanguma is Senior Pastor of First Baptist Church in Hillsboro, Texas. He graduated from Texas State University with a Bachelor's Degree in Business Administration in Management and from Southwestern Baptist Theological Seminary with a Master's Degree in Divinity in Preaching. 

He and his wife, Courtney, have been married for 18 years and are blessed with five children, three of whom attend HISD schools. Courtney has dedicated her career to early childhood education since 2004, working in both public and private institutions, bringing valuable insight to their families’ educational involvement.

Pastor Daniel is driven by a commitment to serve Hillsboro ISD families, faculty, and administration. He has actively supported HISD through various initiatives, including his role as Surf Team Leader with KiDs Beach Club, mentor in the district’s Mentors Care Program, and organizer of quarterly teacher appreciation events. Pastor Daniel seeks to bolster the district’s schools through these efforts. Beyond education, Daniel
enjoys supporting Hillsboro athletics as a member of the Hillsboro Athletic Booster Club and contributes leadership to the Hill County Baptist Association and the Executive Board of the Baptist General Convention of Texas.

He looks to apply his small business and nonprofit management expertise to elevate HISD. He aims to collaborate with fellow trustees to ensure no student, teacher, or staff member is overlooked. With Hillsboro and its district growing, Daniel pledges to guide this expansion with thoughtful, prudent decisions that sustain progress and prioritize quality education.

Embracing Hillsboro’s diversity as a unifying strength, Pastor Daniel believes that working together—despite cultural or political differences—can make HISD exceptional. His vision is to harness collective effort for the district’s success, ensuring it remains a place where all thrive. Daniel and his family are grateful for your support as he seeks to contribute to HISD’s bright

Dr. Christopher Teague is a physician at Providence Family Health Clinic-Hillsboro and has served on the HISD Board since 2003. He was born and raised in Lafayette, Indiana, and spent his later school years in Houston. He received his medical degree from the University of Texas Health Science Center at San Antonio in 1993. Dr. Teague is proud of the progress that HISD has made and is committed to continued advancement in student achievement.

Brooke Thompson is a Quality Assurance Specialist with the Health & Human Service Commission. Outside of college, Thompson has lived in Hillsboro her entire life and is excited to be a part of the community.
